3J Consulting prepared a plan for phased utility extensions and parcelization of a 200-acre industrial business park for the City of St. Helens. 3J provided land use and utility planning services. The parcelization and utility extension plan required a thorough review of existing physical conditions and reports/plans, and a feasibility analysis to inform potential parcel size and industrial users based on the regional industrial climate. An infrastructure financing plan was prepared to develop infrastructure cost estimates, make recommendations for potential revenues for each infrastructure type, and outline a set of capital funding strategies.
