Seaside Comprehensive Plan

3J led the update of the City of Seaside’s Comprehensive Plan, which involved public outreach, new goals and policies, a redesigned document, and extensive GIS updates including a new Future Land Use map. The plan had gone many years without revision, prompting the City to seek out 3J due to our successful history with Comprehensive Plan updates. A major challenge was coordinating with the City, Clatsop County, and the State of Oregon, all of which have a complex planning framework. The project gained strong community support through two years of public events, surveys, and outreach. As a coastal community, Seaside required planning solutions for growth, tourism, housing affordability, environmental conditions, transportation, and other local needs. 3J is continuing to assist the City with an additional zoning code update focused on new Middle Housing goals and rules.
