Sandy Vision and Comprehensive Plan

About this Project

3J implemented a work plan and budget to lead a Vision and Comprehensive Plan update for the City of Sandy. After being awarded the project, 3J worked closely with city staff over the course of two months to prepare a work plan and budget that met the City’s desires within the allotted budget. The project launched in January 2022 and began with a community-wide visioning process to craft a vision for how to approach development over the next 20 years and guide city decision-making. Through community conversations, online surveys and virtual open houses, and a “Sandy Future Fest” town hall event, the visioning process uncovered key themes and community priorities for shaping the new Comprehensive Plan elements.

The 3J team included partners that assisted with specific city priorities, including natural hazard resiliency, economic development and grassroots Spanish-language outreach. 3J convened a Community Advisory Committee that represented diverse interests and backgrounds, including a youth representative, to lead policy development for the Comprehensive Plan based on its new plan elements. Tasks included facilitating committee meetings and conducting workshops to identify key concepts for policies and implementation strategies, as well as providing regular project updates to the planning and City commissions. The Comprehensive Plan will guide city investments and decision-making over the next twenty years. The comprehensive plan update was unanimously adopted by City Council on October 7, 2024.
