The Parrott Creek campus expansion created a safe, purpose-built environment where youth and families can heal, build skills, and move toward long-term stability and success.

Parrott Creek Child and Family Services is supporting youth and families impacted by the juvenile justice and child welfare systems, as well as those struggling with addiction, mental health needs or homelessness. The expansion project transformed their campus from a series of ill-suited ad hoc buildings to a place where the residents can stabilize their lives, develop skills, and foster hope and success.

The 3J team provided land use planning and civil engineering services, including civil project management, extensive trail planning, cross-department coordination, and compliance with Oregon waterways, environmental regulations, FEMA flood hazard requirements, and state and federal permitting.

The project required alteration of an existing non-conforming use permit due to the zoning for the property. Also, the site is located on a mapped landslide that required careful studying and planning to reduce long term risks. Working closely with a trusted Geotech, 3J prepared a grading plan that protected the hillside from further disturbance.
