3J Consulting assisted the City of Ashland in developing a new Manufactured Home Park Zone (MHPZ) ordinance as part of the City’s Housing Production Strategy. Funded through a technical assistance grant from the Oregon Department of Land Conservation and Development (DLCD), the project supported the preservation of manufactured home parks as an important source of naturally occurring affordable housing while establishing a modern zoning framework to protect these communities and support long-term housing stability.
Our team conducted a comprehensive review of the City’s land use regulations and prepared development code amendments that created a new zoning designation for manufactured home parks. The ordinance establishes clear development standards, supports the preservation of existing parks, and provides opportunities for compatible infill and future redevelopment that expands housing choice.
3J also led a collaborative public engagement process, working with City staff, advisory committees, the Planning Commission, City Council, and community members through meetings, public hearings, and online engagement opportunities to develop an ordinance that reflected community priorities. The project resulted in adoption-ready code amendments that establish a clear framework for preserving manufactured home parks while advancing the City’s housing affordability and production goals.
