In 2018, a Concept Plan was adopted to bring 500+ acres of land into the Metro urban growth boundary (UGB) west of King City known as Kingston Terrace. 3J managed a team of consultants to prepare the Kingston Terrace Master Plan (KTMP), a plan to implement the vision established in the Concept Plan through a circulation alternatives analysis and transportation plan, comprehensive plan and development code amendments, and phasing and finance plan. 3J led a robust community engagement effort that consisted of stakeholder interviews, Stakeholder and Technical Advisory Committees, online and in-person public meetings, online surveys and open houses, and targeted outreach to the Spanish-speaking and Korean communities. 3J provided GIS support for outreach and habitat mapping, as well as on transportation-related issues such as road widening. The Master Plan was adopted by City Council in July 2023.
