3J Consulting led a team of consultants to assist Clark County with a Housing Options Study and Action Plan (HOSAP) for the unincorporated Vancouver Urban Growth Area.

About this Project

The 3J team prepared a series of reports to inform the Housing Options Study and Action Plan (HOSAP) process including interview summaries, study area housing inventory and demographics analysis, and a legislative actions summary in Washington. 3J facilitated nine meetings of an 18-member Project Advisory Group (PAG) to review information from the various reports, develop HOSAP objectives, and review a comprehensive list of possible actions. After considering comments gathered through several public meetings and other outreach activities, the PAG recommended a list of 50 short, medium, and long-term actions. On May 17, 2022, the Clark County Council voted unanimously to approve the Housing Options Study and Action Plan and directed staff to begin implementation of the plan.

Since the HOSAP adoption, 3J and partner firm, JET Planning, have been helping County staff implement short-term HOSAP strategies through updates to the Unified Development Code. The Phase 1 middle housing and smaller single-family strategies have already been adopted by County Council. Current Phase 2 work is focused on multifamily and affordable housing strategies. To inform the code update process, 3J and JET have facilitated a series of Technical Housing Code Forums to gather feedback on code concepts and potential code language. Forum participants include members of the HOSAP Project Advisory Group, Clark County Planning Commission, and Development and Engineering Advisory Board who have experience with the development code and housing development regulations.
