3J is leading a multi-year project to update the City of Canby’s Comprehensive Plan and TSP and amend its UGB.

About this Project

3J is leading a team of consultants to assist the City of Canby with a multi-year project to update the City’s comprehensive plan and transportation system plan (TSP) and amend its urban growth boundary (UGB).

Year 1: 3J led a robust community engagement effort that resulted in a 20-year Community Vision. The 3J team also prepared a summary of existing transportation conditions and prepared background reports for each element of the comprehensive plan.

Year 2: The 3J team continued the community engagement efforts while drafting comprehensive goals and policies, preparing technical memos for various elements of the TSP, and establishing a study area for the UGB expansion. The 3J team also developed an Economic Opportunities Analysis, Housing Needs Analysis, Housing Production Strategy, and land use efficiency measures that were adopted by City Council.

Year 3: The 3J team will focus on preparing the draft comprehensive plan and TSP, conducting an analysis of the UGB study area, and recommending a UGB expansion area. Community engagement efforts to date include four Project Advisory Committee meetings, two Technical Advisory Committee meetings, four community-wide meetings, and multiple community conversations and events.

The project team engaged the community through community conversations at the Canby Farmers Market and Saturdays in the Park.

The engagement process has included 5 community summits - including one summit entirely in Spanish.

Two community summits included a mapping exercise where community members placed chips to indicate where in Canby they want different land use types(housing, shopping, industry, parks) in the future.

Our GIS team developed a map that illustrates every chip placed by the community at these events, creating a visual representation of the community's vision for Canby's future.
