3J Consulting is pleased to welcome Li Alligood, AICP, LEED AP ND to our planning team as a Senior Project Manager. Li has a wide variety of expertise including land use entitlements and permitting, policy and zoning regulation, on-call development review, and community engagement. In this role, Li will support 3J’s clients with their land use needs, managing current and long-range planning projects.
Li recently returned to Oregon with 17 years of experience as a land use planner in both the public and private sectors. She previously served in senior planning roles with a private consulting firm and the City of Milwaukie, where she led land use entitlements for developments of all scales, including new communities and urban infill projects. Her work also includes affordable housing entitlements, site and campus planning, zoning code, and comprehensive plan updates for jurisdictions across Oregon and Washington.
In addition to her Oregon experience, Li has held senior planning roles with the City of Rockville, Maryland, and the U.S. Department of State, where she led multidisciplinary teams on complex planning efforts and capital planning initiatives. This diverse background strengthens her ability to manage challenging projects and collaborate effectively across agencies, disciplines, and stakeholder groups.
In her spare time, Li enjoys exploring the city by foot and bike, traveling, and trying new restaurants.
