Water Resources Project Manager

Job Summary

We are looking for someone passionate about growing our Water Resources Department. In this role you will identify and lead strategic pursuit opportunities, strengthen relationships with current clients, develop new clients, and manage water resource projects. You will be expected to perform team management and mentorship, business development, and client management activities while keeping projects performing on time and on budget.

Duties will include identifying and developing project and client opportunities to promote and grow the Water Resources sector of 3J. You must be willing to attend networking events including but not limited to conferences, client meet and greets, and open houses with the purpose of expanding our sector. Additionally, you will create contracts and budgets and perform monthly billing duties. Other duties will include assisting in water resources permitting efforts, performing QA/QC reviews on water resource related deliverables including reports, calculations and engineering plans. Knowledge of hydrologic and hydraulic analysis and modeling is desired.

Projects include low impact designs, residential subdivisions, commercial sites, roadway drainage, master planning, urban storm water retrofits, storm water treatment, hydraulic analyses (pipes and open channel), and flood hazard mitigation. This position interacts closely with 3J’s civil engineering design teams working on multiple projects at one time.

Required Qualifications

  • Registered Civil Engineer in the State of Oregon
  • Bachelor’s degree in civil, water resources, or environmental engineering; or an equivalent combination of training and experience
  • 10+ years of experience with storm water management design, contracts, client management, and project management
  • Ability to identify and pursue business development opportunities
  • Exceptional technical capabilities, organizational skills, and problem-solving ability
  • Clear oral and written communication skills
  • Experience and/or studies in hydrology, Low Impact Development (LID), water quality, and stormwater treatment best management practices

 

  • Proficient in XPSWMM/XPSTORM, HEC-RAS, HEC-HMS, and HEC-1
  • Clear understanding of design standards for various jurisdictions and agencies in the Portland metro area, including but not limited to Washington County, Clackamas County, PBOT, or ODOT
  • Experience in AutoCAD Civil 3D, Microsoft Excel, Microsoft Word, and Microsoft Project
  • Ability to quickly learn new programs to perform other management tasks
  • Desire to work hard and influence high quality designs

Desired Experience, Skills, and Registrations

  • Certified Flood Plain Manager
  • Registered Civil Engineer in the State of Washington
