Carlton Vision and Comprehensive Plan

About this Project

3J developed and implemented a work plan and budget to lead the Vision, Comprehensive Plan, and Development Code update for the City of Carlton. 3J worked closely with city staff to build a scope and budget that met the City’s goals within its allotted resources. The project launched in December 2021 with a community-wide visioning process designed to chart a course for future development. Through community conversations, online surveys, virtual open houses, and public workshops, the process surfaced key themes and community priorities that shaped the new Comprehensive Plan elements.

3J convened and managed a 30-member Project Advisory Committee representing diverse interests and backgrounds to lead policy development. The team facilitated committee meetings and workshops to identify key concepts for policies and implementation strategies, and provided regular project updates to the planning and city commissions. The updated Comprehensive Plan and Development Code were completed in March 2024, giving Carlton a policy framework to guide city investments and decision-making for the next twenty years.
