Long Range Planning

3J provides clients throughout Oregon with exceptional public involvement, land use planning and civil engineering services based on reliable attention to detail and strong project management. Since its founding in 2009, 3J has helped many communities develop successful long-range development and redevelopment plans, as well as detailed designs for individual sites. We understand how planning, public involvement and engineering work must be delivered to equally support the goals of local agencies and the character of the communities they serve.

Public Involvement

We believe that the planning process goes more smoothly and the results are more purposeful with community buy in and input. Positive and inclusive public involvement is integral to all successful planning projects. From community workshops and surveys to social media and Website management, we implement a wide variety of tools to engage community members. We design and facilitate processes to engage the public, resulting in superior products and broad support.

Comprehensive Planning

We have learned that people’s primary interest isn’t in planning documents, planning itself, or the process. Our comprehensive plans begin with an intensive process to reveal the community’s vision for the future. We work with community members to translate that vision into the goals and policies that guide future growth and development and actions needed to implement the vision. Our staff has helped develop Comprehensive Plans in the pacific northwest and across the country.

Regional Planning

Our regional plans focus on a broad regional vision with an eye toward implementation.  Our staff has experience working in large multi-state regions, highly urbanized areas, and rural parts of the country.  We understand that, in order to realize the broad goals set forth in a regional vision, these goals must be actionable at the local level. That is why we continually revisit communities in regions where we have worked to help local leaders in planning efforts at a range of scales.

Scenario Planning

Rather than focusing on a single future for the region, we use scenario planning to explore a range of possible futures. For each project, the team develops a series of alternative growth land use/transportation scenarios that incorporate workshop participant and stakeholder feedback.

We start with a base case scenario that shows how a place will look, function and feel if current trends in development, transportation, and population growth continue. The base case shows us the amount of land consumed by development, the number of people able to access transit, and how well the city or region’s housing supply meet demand are all indicators produced via scenario planning.

Using the base case scenario as a control, we can then develop alternative scenarios to illustrate how policy choices today could affect the city-parish in the future. The team looks at the market, fiscal, and environmental effects of each scenario. We compare the alternative growth scenarios against each other based on community values identified during the public involvement process. Then, our team uses surveys and videos to poll residents about their preferred vision for the future. This preferred vision ends up as the basis of the final plan.

 

Current Planning

From kickoff to adoption, our philosophy to land use planning is based on careful listening and reflection to understand each unique situation. We provide meaningful opportunities for public involvement throughout the process and translate what we hear into core values and project guidelines. We strive to ensure that each project tells the story of that community and provides implementable actions to achieve the project goal.

Master Planning

Conceptual master plans bring our project management, land use planning and public involvement skills to bear. We manage multi-disciplinary teams to prepare implementable plans that realize each community’s unique vision for growth.

Site Planning

With several exceptional site designers on staff, 3J quickly analyzes code documents and regulations to produce elegant designs for sites and facilities that respond to the standards of the applicable jurisdictions.

Entitlement Planning

Each design is prepared while considering the land use approval process and requirements of each site’s underlying code requirements. 3J’s entitlement experience includes, UGB expansions, annexations, comprehensive plan amendments and rezoning applications as well as subdivisions and development review proposals. We understand how to secure approvals to achieve your vision.

Contract Staffing

We perform all city staff duties, including facilitating pre-application meetings, representing cities at public hearings and implementing cities’ planning work programs in any way necessary.
